The PRR X28a was the result of a rebuilding program, conducted by the PRR in its
own Altoona shops between July 1933 and July 1935, to convert its X28 class of
double-door automobile boxcars into standard single-door cars. Thousands of new
higher-capacity X31 automobile boxcars had rendered the double-door X28's
